Carmichael is under a strict furrin' regime. And the regime's head honcho, Honorary Dog Catcher Lizz Buppus, is making sure dog and cat owners take their responsibilities seriously.

She puts warnings on windshields of care with pets left inside on hot days. She castigates those who don;t keep their fogs under control. She warns about fireworks and puppies who will panic. She advertises in the Carmichael Chamber of COmmerce newsletter to help pets find homes.

Bippus, who won the chamber election in January, says she's still not sure of her job duties.

"Nobody ever told me," she said. "I don;t have a clue. But I never met an animal I didn't like."

If her household is any indication, Bippus has never met an animal she didn't take home.

There's Amanda, a smart-alecky cockatiel, who whistles "Camp Town Races." "Go. Niners' " and specializes in ear-biting.

Then there's Annie Oakley, a shepherd puppy whose newest tricks are watering dry feet and chasing cats.

And there are the cats, Amelia Earhart and Abigail Van Buren.

Their specialty?

Like all true, self-respecting cats, they break their curfews established by their owner.[1]

BIPPUS, Elizabeth Anne
"Lizz"
Born October 18, 1952 in Sacramento, CA; passed away May 5, 2011 in Carmichael, CA from complications of ovarian cancer. She was 58 years old.

A graduate of El Camino High School, Lizz attended local colleges and played fast pitch softball throughout the US and in Canada. She was named All-American Pitcher in 1976 after defeating the defending national champions. After working in the printing industry, she became a Community Forester for the Sacramento Tree Foundation, planting trees throughout the region with at-risk youth and other community groups. Lizz was an avid square dancer, attending gay square dance events with her many friends in Northern California and around the country. Her genuine love of people and joy in life touched everyone she met.

Lizz was preceded in death by her father Arthur R. Bippus. Survived by her beloved mother, Dorothy J. Bippus, of Carmichael; her brother Rickie R. Bippus (Tricia) and nephew Alex Bippus, of Lodi, CA. Also survived by her loving partner of 15 years, Karen T. Schmidt of Carmichael.

A celebration of her life is planned for Saturday, June 4 at 11 am at the Central United Methodist Church Social Hall, 5265 H Street (at 53rd Street) Sacramento. In lieu of flowers, donations are preferred to the Sacramento Tree Foundation, Lizz Bippus Project, 191 Lathrop Way, Suite D, Sacramento, CA 95815.[2]

Remembering Lizz Bippus
Lizz Bippus passed away earlier this month, on May 5, from ovarian cancer, at the age of 58. Liz joined Capital City Squares in 1997 with her partner, Karen Schmidt. She created the tile "Soda Jerk" for herself, providing drinks for CCS events for many years, and loved being an archangel for Cap City's annual newcomers. Lizz and Karen often traveled to the Bay Area daces, and attended advanced and challenge events and IAGSDC conventions around the country, where they made lifelong friends.

Over the years Lizz ("with two ZZ's") was also a member of Diablo Dancers, PACE, Lost at C, the TNT's in Roseville, and the Suncoast Squares of St. Petersburg, Florida. But her very favorite venue of all for square dancing was Stumptown Stomp, which she attended every year. Her generosity, enthusiasm, exciting dancing style, and contagious love of squaring up will be missed by all who ever danced in the same room with her.
